The final FY23 Interior Appropriations budget, which specifically includes annual funding for the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH), will be negotiated in conference soon by members of both the United States Senate and the House of Representatives. The current House version of the bill sets the allocation at an all-time high funding level of $207 million each for the NEA and NEH. However, the Senate Appropriations Committee draft set its allocation at only $195 million each for NEA and NEH. July 7, 2020 Earlier today, the U.S House Interior Appropriations Subcommittee strongly rejected President Trump’s fourth consecutive annual budget request to eliminate both the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH) by instead appropriating $170 million in funding for each for fiscal year FY 2021! This represents an increase for both agencies of $7.75 million each over the current FY 2020 funding level of $162.25 million and it is the same amount that we recommended to Congress. Dear Arts Advocate, The Democratically-controlled House and Republican-controlled Senate have finally resolved with the President the details for the Omnibus Appropriations bill for FY’19 (4.5 months late) to avoid another partial government shutdown tomorrow. It’s expected that the President will sign the bill passed by both chambers into law by midnight tonight. As anticipated, both the National Endowment for the Arts (NEA) and National Endowment for the Humanities (NEH) each received a $2 increase to bring their annual budget up to $155 million. Several other federal cultural agencies and programs (see chart below) received healthy increases as well. Congress responded to your advocacy calls, emails, and visits to save these vital cultural agencies and took it a step further by actually increasing their annual budgets by $2 million each, despite President Trump’s attempt to terminate them. Dear Arts Advocate, Congress was able to pass a large funding bill on September 28th to avoid a federal government shutdown, which included final FY’19 funding for the military and several education-based agencies. The bill also included temporary funding in the form of a Continuing Resolution (C/R) for the balance of the federal government’s agencies and programs, including the National Endowment for the Arts. The C/R will provide flat funding at FY’18 levels temporarily until December 7, 2018, so that Congress has enough time to pass these remaining bills at hopefully the higher proposed FY’19 levels. Please note that even if there are major shifts in party control following the midterm elections, newly elected members will not be sworn into office until January 2019. However, we would still anticipate disruption in the legislative timeline and process. Just a few moments ago, the U.S. House of Representatives soundly defeated an amendment that would have cut funding the National Endowment for the Arts (NEA) and National Endowment for the Humanities (NEH). The House voted down the Grothman amendment by a vote of 114 – 297! This is one of the largest vote margins in support of the Endowments in the U.S. House! We have breaking news out of Washington, D.C. today. Congress has released their final funding plan for FY 2018, and it is great news! Congress is proposing to fund the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH) each at $152.8 million. This is a funding increase of $3 million to support more direct grants and expand access to creative arts therapies for the military. This final budget is in stark contrast to a year ago, when the Endowments were facing a proposed termination by the President — the first ever! Since then, our #SAVEtheNEAcampaign has together resulted in hundreds of thousands of calls, emails, local op-eds, expanded research, newspaper ads, and office visits. Rocky Budget Cycle Continues During the previous shutdown in 2013, more cultural institutions, like the National Gallery of Art, were forced to close their doors. Hello, 2018. Congress is back in full swing, but little progress is being made on funding issues, including for the National Endowment for the Arts (NEA). Yesterday, Congress voted to reopen the government for 17 days, after a brief 3-day partial government shutdown. This is the fourth short-term funding extension. This next short-term funding extension is currently set to expire on February 8th, when yet another showdown over many of the same divisive issues, including immigration, spending, and health care, may occur.
